Problem:
This issue has been reported to Lotus Quality Engineering and has been
addressed in Notes/Domino 5.0.8.
It was found that the problem occurred when Compact would run on the R3
database that will upgrade the database format to R5 (ODS 41). During
compaction, a new NSF header will be built with the default set to medium
encryption, even when the LOCAL_DB_ENCRYPT_DEFAULT NOTES.INI setting is set to
zero (0) or none.

Compact
SPR# MSCB4U5U7J - Copy style compaction of a database through the client caused
databases to be set to medium encryption when encryption was not desired. This
problem has been fixed in 5.0.8.Supporting Information:
The database does not have to reside on the server for the issue to occur.
This issue is reproducible regardless of whether the database is on the local
workstation or on the server. This is because both the client and the server
go through the same section of code.
Please note: If Compact is run on new R5 databases the issue does not occur.
